In accordance with the Ministry of Education's official letter, Ref. No. Tai-Jiao-Gao-Tong-Zi No. 1142201506, dated June 4, 2025 (Attachment 1).

Starting from the 2025–2026 Academic Year, Fall Semester (AY 114, 1st Semester), students who intend to apply for deferred public release (i.e., temporary non-disclosure) of their oral defense thesis/dissertation shall submit an application via the degree system prior to the oral defense. Details are as follows:
(1) Review Procedure:

Applications must be submitted before the degree examination.

During the examination, applicants must provide relevant documents for review by the committee members, who shall determine whether the thesis/dissertation involves confidentiality, patent matters, or legal restrictions.
(2) Review Requirements:

Confidentiality or Legal Restrictions: Applicants shall provide relevant laws/regulations or concrete supporting evidence.

Patent Documentation: Applicants shall provide the patent application number or related supporting materials.
(3) Duration of Deferred Release:

Each application for deferred release of both the electronic full text and the hard copy may be approved for a maximum of five years, and must be applied for sequentially.

A second application requires the approval of all original members of the degree examination committee, or review and approval by the department/graduate institute council (Attachment 2)
